?There?s definitely a lot of opportunity, and we have to approach it in the right manner,? said Jon Urbanek, senior vice president of sales and marketing for employer markets for Florida Blue.

There are estimates that 3 million more people in Florida will be entering the health insurance market under the Affordable Care Act.

Urbanek said Florida Blue will also be looking to build better relationships with providers to improve patients? outcomes by negotiating incentives to promote quality care.

?We?re going to shift into more of a quality or value-based reimbursement,? Urbanek said. ?We need to agree on key quality things physicians should be doing, and help them with the information and provide them with incentives.

?We need to be working with the providers,? Urbanek said. ?We?re not going to get any further with hospitals, doctors and health plans beating each other up over rates. We need to start working together.?

Mexico's Pena Nieto wraps up campaign with victory near

TOLUCA, Mexico (Reuters) - Mexico's presidential front-runner Enrique Pena Nieto scented victory as he wrapped up his campaign on Wednesday with polls showing he should easily win the weekend election and put the country's old rulers back in power.

Voters elect a new president on Sunday and many are eager for the next government to fire up an underperforming economy and end rampant violence by drug gangs, sore points that have eroded confidence in the ruling National Action Party, or PAN.

Pena Nieto is running for the opposition Institutional Revolutionary Party (PRI), which laid the foundations of modern Mexico and ruled for most of the 20th century but is widely remembered for its corruption and suppression of dissent.

The PRI was ousted by the conservative PAN in a 2000 election, but has bounced back in the last few years, insisting it has learned from its mistakes and swinging the full might of its formidable party machinery behind the telegenic Pena Nieto.

The PAN raised high hopes when it came to power, but annual economic growth averaged barely 2 percent under its two governments and it has failed to contain spiraling criminal violence, crippling its hopes of a third term.

"We want a country that lives in peace, is calm and is safe," Pena Nieto, 45, told tens of thousands of supporters in the central city of Toluca on the last day of campaigning.

Three polls published on Wednesday all showed him with a double-digit lead over his rivals.

Wearing red baseball caps and red and white T-shirts handed out by the party, supporters shouted "Presidente, Presidente" as Pena Nieto took the stage in Toluca. But the rally was otherwise largely subdued.

"We have to give the PRI another chance, the PAN has shown it was not up to the job," said Ignacia Rodriguez, 50, a street vendor in Toluca. "They've failed the test."

Pena Nieto's closest rival is leftist candidate Andres Manuel Lopez Obrador, a former mayor of Mexico City who narrowly lost the 2006 election to President Felipe Calderon and then contested the results, staging months of protests that unnerved investors in Latin America's second-largest economy.

He has recently stirred up fears of new unrest, accusing the PRI of trying to rig the vote, although any protests may be short-lived if Pena Nieto wins by a wide margin.

The prospect of that victory fills some Mexicans with fear that the country is heading back towards a state dominated by one party.

"Lopez Obrador is the only option not to return to a dictatorship," said drama student Mezli Gutierrez, 24, as she joined thousands marching to a closing rally in Mexico City's main square. "The PRI is a completely rotten system."

PAN candidate Josefina Vazquez Mota told supporters at her final campaign rally near Mexico's second city Guadalajara that voters needed to be mindful of foul play on Sunday.

"I invite you all to be election observers, so no-one's vote is manipulated and no-one feels pressured," she said.

NEW PRI

Pena Nieto underlined his commitment to change in an interview published on Wednesday in the newspaper El Universal.

"There is a new PRI ... It's the others who have not changed. They are living in the past," he said. "But the PRI never left. It has lost and won, competed democratically and understood change."

Calderon's struggles with the sputtering economy have been exacerbated by the PAN's lack of a majority in Congress.

He has been unable to push through many of his planned reforms due to opposition from the PRI and other parties, and the brutality of drug war violence has eroded his standing.

Rampant violence between drug cartels and their clashes with the state has claimed more than 55,000 lives since 2007.

Calderon sent in the armed forces to bring the gangs to heel soon after taking office in December 2006, but despite capturing or killing many top bosses, the bloodshed has escalated.

Pena Nieto is planning to boost growth with reforms similar to those his party helped thwart in Congress under Calderon.

He has pledged to overhaul the tax system and open up state oil monopoly Pemex to more private investment in exploration, refining and production, breaking with traditions of the PRI, which nationalized Mexico's oil industry in 1938.

Recent polls suggest the PRI could win a working majority in both the Senate and lower house of Congress.

But even if he has the majorities, Pena Nieto faces a challenge to shake up Pemex, which is struggling with a heavy tax burden, bloated workforce and oil fields in decline.

A close result would raise the risk of demonstrations, particularly as Lopez Obrador has the support of a newly emerged student movement that shook up the campaign with huge rallies.

In Mexico City, banners peppered the main thoroughfare, which Lopez Obrador brought to a standstill with post-election protests six years ago, reading: "I remember the devaluations, the killings, the corruption. Don't vote for the PRI."

Some protesters vowed to take the streets again if Lopez Obrador issues a rallying call.

Mexican financial markets have already factored in a Pena Nieto win, so a close finish that puts his mandate and economic reforms at risk could spook investors and hit asset prices.

The final three polls of the campaign gave the PRI candidate a lead of between 10 and 17 points over Lopez Obrador with the PAN's Josefina Vazquez Mota trailing in third.

They were conducted between June 21 and 25 using samples of 1,200 to 2,000 eligible voters. The margin of error for the polls was 2.9 percentage points or lower.

Congress honors black Marines

(AP) ? Hundreds of African-American veterans who helped to integrate the Marine Corps during World War II at a time segregation was an everyday reality are now proud recipients of the nation's highest civilian honor.

Nearly 70 years after the Marines of Montford Point became the first African Americans in the Corps, Congress on Wednesday awarded them the Congressional Gold Medal. The Corps was the last branch of the U.S. military to allow blacks to serve.

Originally from Washington, D.C., then-19-year-old Charles Manuel Jr. enrolled with the Marines in 1942 straight out of high school.

Manuel was sent to Montford Point, a North Carolina base that the Corps created to keep African Americans away from bases where other Marines trained. Roughly 20,000 other African- American Marines trained at the base, which operated from 1942 to 1949.

He said that the training at the base was rough, because for many recruits it was their first time experiencing boot training and their instructors were White. "Our drill instructor told us, 'You people want to be Marines, I'm going to make Marines out of you dead or alive.'"

Manuel, now in his late 80's, sat next to his daughter, Rosetta Holloway at the ceremony.

"It was more than overdue," Holloway said. "I'm very excited and pleased for my father, who's really proud of being in the Marines."

William McDowell, who was selected to represent Montford Point, received the medal on behalf of the roughly 400 Montford Point Marines in attendance. "It does sadden me that some of our brothers are not with us today. The upside of it all is that we do remember each and every one of them. They are in our hearts and minds and they should never be forgotten," McDowell said before taking a pause to dry his eyes.

The medal will be on display at the National Museum of the Marine Corps in Virginia. The Marines received bronze replicas.

President Franklin D. Roosevelt banned racially based employment discrimination by all federal agencies in 1941, and a presidential directive allowed African Americans to serve the Marines in 1942.

House Democratic Leader Nancy Pelosi was among the members of Congress who spoke at the ceremony. Speaker of the House John Boehner, Senate Majority Leader Harry Reid and Senate Republican Leader Mitch McConnell also spoke at the ceremony.

Wall Street analysts like, don't love, Facebook

(Reuters) - A month after Facebook Inc's rocky initial public offering, some of Wall Street's top analysts have published their first assessments of prospects for the world's No. 1 social network. And most are cautiously optimistic.

In more than a dozen highly anticipated reports, Morgan Stanley and other brokerages that handled the blockbuster IPO said they were generally positive about the company's long-term potential, given its large user base, and most expect it to corner a substantial share of the internet advertising market.

Still, several said the company's business model was unclear and there were questions about how it plans to make money from the growing number of users logging in through smartphones and other mobile devices.

Analysts at BofA Merrill, Barclays Capital, Raymond James, Stifel Nicolaus, Lazard Capital Markets and Citi Investment Research & Analysis set a "hold," "market-perform," or equivalent rating on the stock, which is trading around 13 percent below its $38 offer price.

Others at Morgan Stanley, J.P. Morgan Securities, Goldman Sachs, RBC Capital Markets, Piper Jaffray, Oppenheimer and Co and William Blair began coverage of Facebook with their top ratings. Only BMO Capital Markets initiated coverage of the stock with an "underperform," its lowest rating, and set a share-price target of $25.

The reports represent Wall Street's most broad-based assessment of Facebook, the first U.S. company to debut with a market value of more than $100 billion.

The 33 banks that participated in the IPO were required by securities regulations to wait until 40 days after the first day of trading on May 18 before publishing their views, limiting the research on Facebook to date to a handful of analysts.

Analysts at JP Morgan set a price target of $45 for the stock, suggesting upside potential of 36 percent compared with its close of $33.10 on Tuesday.

"The next phase of the Internet will be driven by data and powered by ubiquitous online access, and Facebook is well positioned here through its large and engaged user base, virtual ownership of the social graph, and unwavering focus on the user experience," JP Morgan said.

The company's stock offering, one of the most highly anticipated in history, was marred by a series of technical glitches at the Nasdaq exchange.

Facebook's decision to increase the size of the offering by 25 percent days ahead of the IPO, as well as concerns about decelerating revenue, also weighed on the stock, which traded as low as $25.52 before regaining some ground to trade in a $31-$33 range in recent days.

Goldman Sachs set a share price target of $42, while RBC said it expected a run to $40. BofA Merrill Lynch and Morgan Stanley pegged the shares at $38, while Citi and Barclays opted for $35.

The eight-year-old company started by Mark Zuckerberg in his Harvard dorm-room began trading at a whopping 100 times 2011 net income per share compared with Apple Inc's current 20.6 times and Google Inc's 18.9.

REVENUE CONCERNS

The rush of research comes ahead of Facebook's second-quarter results, expected sometime in mid to late July.

With about 900 million users, Facebook has become one of the Web's top destinations, challenging established players such as Google Inc and Yahoo Inc.

Even so, revenue growth from ads and other services is slowing. The company, which last year was more than doubling the amount of money collected every quarter compared with a year earlier, reported growth of 45 percent in the first three months of 2012, and revenue declined from the preceding quarter.

General Motors' announcement days before the IPO that it would stop advertising on Facebook has added to the concerns about Facebook's ability to generate business from advertising.

Despite $4.8 billion in expected revenue in 2012, Facebook's user monetization rate is still relatively low, said BofA Merrill Lynch, which expects new advertising formats to accelerate revenue growth in the second half of the year.

In recent weeks, Facebook has unveiled a string of enhancements to its advertising service, allowing marketers to specifically target ads to users on the mobile version of Facebook and to show Facebook users ads based on previous websites that they have visited.

"The company is in the midst of a mobile usage transition and we are cautious on Facebook's revenue trends until new mobile ad revenue models start driving the top line," the analysts at BofA Merrill Lynch wrote.

Morgan Stanley analyst Scott Devitt, who told the firm's major clients that he had cut his revenue estimates on Facebook just days before the IPO, said he expects mobile monetization to be a challenge for the next several quarters to several years.

Morgan Stanley, the lead underwriter of Facebook's $16 billion IPO, set an "overweight" rating on the stock.

Several analysts working for the underwriters, including Morgan Stanley and Goldman Sachs, cut financial forecasts for Facebook days before the IPO after the company cautioned about revenue growth due to a rapid shift of users to mobile devices, where Facebook is less effective at generating revenue.

The analysts briefed some institutional clients about their revised forecasts, Reuters has reported, but retail investors were left in the dark. That revelation has resulted in lawsuits alleging the banks and Facebook failed to fully disclose its weakened financial outlook ahead of its offering.
