Native plant restoration not enough to maintain tropical dry forests in Hawaii

ScienceDaily (July 2, 2012) ? Protecting Hawaiian dry forests from invasive species and the risk of wildfire is an on-going challenge for land managers and scientists conducting research on the Island of Hawaii. It is commonly thought that removing the invasive species and planting native species will restore the land to its original state. However, in a recent paper published in Biological Invasions, Dr. Susan Cordell, USDA Forest Service Pacific Southwest Research Station, Institute of Pacific Islands Forestry; Dr. Erin Questad, Cal-Poly Pomona; and Dr. Jarrod Thaxton, University of Puerto Rico found that it is not quite that simple.

The research team has been working at the Kaupulehu dry forest reserve on the Island of Hawaii for the past decade. The largest current threat to this unique and endangered ecosystem is the spread of non-native fire-promoting grasses, in particular, fountain grass or Pennisetum setaceum.

To test characteristics of ecosystem resilience in this dry tropical forest, the researchers allowed natural rates of re-invasion of non-native species into an existing restoration project and looked at how effective restoration projects were at enhancing invasion resistance. They paid particular attention to the relationship between invasibility and native plant diversity.

Key findings from the research include:

  • Higher invasion rates occurred in plots that supported the most native species, suggesting that similar mechanisms may regulate the distribution of both native and invasive species.
  • Fountain grass was associated with native plant mortality and declines in native diversity, particularly in areas with harsh environmental conditions (i.e. steep slopes, little soil, exposed terrain).
  • Native woody plant restoration alone was not an effective tool for weed control in this community, and continuing invasion may result in declines in native diversity in the long term.

"We have spent a considerable amount of time understanding the role of restoration on non-native plant invasion," says Dr. Cordell. "In the short term, restoration of native species serves to improve invasion resistance -- but results from this study also indicate that long-term sustainability of restoration projects will require continued non-native species management."

These findings suggest the need for consideration of long-term sustainability measures in restoration plans for tropical dry forest ecosystems in Hawaii.

GOP: Voters will have final say on health care law

(AP) ? Republican congressional leaders said Sunday that voters ? not the Supreme Court ? will have the final word on President Barack Obama's health care law come November. And they are betting that the law's unpopularity will be enough to drive Democrats from power.

The White House's response? Bring it on.

"We've got one last chance here to beat Obamacare, and we can do that in the November election," said Senate Minority Leader Mitch McConnell, calling the law the "single worst piece of legislation" passed in modern times.

White House chief of staff Jack Lew countered that he believes most Americans want to put the health care debate to rest.

"I actually think the American people want us to focus on the economy, on creating jobs and moving forward," said Lew.

Republicans and Democrats have been wrangling for the upper hand in the health care debate since last week's Supreme Court ruling upholding the law's mandate that individuals buy health insurance or face a penalty. Chief Justice John Roberts, a conservative, provided the pivotal vote in that decision by ruling that the penalty was legal under the government's taxing authority.

While technically handing a political victory to Obama, Roberts' ruling invigorated Republicans eager to cast the law as a new tax.

"The American people do not want to go down this path," said House Majority Leader John Boehner, R-Ohio. "They do not want the government telling them what kind of insurance policy they have to buy, and how much they have to pay for it, and if you don't like it we're going to tax you."

Democrats refute the characterization of the law. Lew said the mandate would impact only 1 percent of Americans ? those who can afford health insurance but refuse to buy it.

"This is a penalty on free riders," said Sen. Chuck Schumer, D-N.Y.

Yet public opposition to the health care law remains high. Forty-seven percent of respondents in a recent Associated Press-GfK poll said they oppose the law while 33 percent said they support it.

However, much of the polling does find strong support for individual elements, like allowing young adults to remain on their parents' plan to age 26. Some Democrats see that as an opening to reframe the debate.

Republicans say they believe last week's ruling by the high court gives them fresh ammunition to attack Obama ? and the Democrats who support him ? in the upcoming election because of the health care bill's connection to jobs. The GOP says the law puts onerous mandates on industry that could stifle job creation.

"I think it's intertwined with the economy, and I think it's an example where Washington doesn't get it," said Sen. Tom Coburn, R-Okla., of the health care bill.

House Minority Leader Nancy Pelosi said Sunday that Republicans, including Mitt Romney, are "being the mouthpiece of the health care industry" and that the bill will actually improve the economy.

"The costs were unsustainable," she said of the current health care system. "It's a competitiveness issue for business and for our economy. So we had to (come) to a place where we lowered costs to all concerned, and that we again take it down a path where we continue to lower costs."

If given control of the Senate next year, McConnell said he would support using budget reconciliation rules to repeal the health care law. Doing so would prohibit Senate filibusters and require only 51 votes to succeed. In 2010, Republicans lambasted Democrats for relying on these rules to pass the health care bill, calling their tactics unusual and hyperpartisan.

McConnell said he'll do whatever it takes to repeal the law.

"I'm confident they're going to give us the votes to repeal it," he said of the American public.

The House is scheduled to vote to overturn the law on July 9. The vote will largely be symbolic since the Democrats control the Senate. But it will put lawmakers on record for the upcoming political campaign.

McConnell and Lew spoke on "Fox News Sunday." Boehner, Schumer and Coburn spoke on CBS' "Face the Nation." Pelosi spoke on NBC's "Meet the Press."

Sounding rocket mission to observe magnetic fields on the sun

On July 5, NASA will launch a mission called the Solar Ultraviolet Magnetograph Investigation or SUMI, to study the intricate, constantly changing magnetic fields on the sun in a hard-to-observe area of the sun's low atmosphere called the chromosphere.

Magnetic fields, and the intense magnetic energy they help marshal, lie at the heart of how the sun can create huge explosions of light such as solar flares and eruptions of particles such as coronal mass ejections (CMEs). While there are already instruments both on the ground and flying in space that can measure these fields, each is constrained to observe the fields on a particular layer of the sun's surface or atmosphere. Moreover, none of them can see the layer SUMI will observe.

"What's novel with this instrument is that it observes ultraviolet light, when all the others look at infrared or visible light," says Jonathan Cirtain, a solar scientist at NASA's Marshall Space Flight Center in Huntsville, Ala. and the principal investigator for SUMI. "Those wavelengths of light correspond to the lowest levels in the sun's atmosphere, but SUMI will look at locations higher in the chromosphere."

This higher layer of the chromosphere is known as the transition region because the chromosphere transitions here into the part of the sun's atmosphere called the corona -- and it is a region that is dominated by the magnetic fields and in which solar material heats up dramatically forming the corona and the base of the solar wind. Understanding the structure of the magnetic fields in this region will then allow us to understand how the corona is heated and how the solar wind is formed. It is also an area believed to be where flare accelerated particles originate, so understanding the processes at play in the transition region can help with models to predict such eruptions on the sun.

To measure magnetic fields in the chromosphere, SUMI will observe the ultraviolet (UV) light emitted from two types of atoms on the sun, Magnesium 2 and Carbon 4. Through established methods of measuring how the light is affected as it travels through the magnetic environment of the solar atmosphere towards Earth, scientists can measure the original strength and direction of the magnetic fields, thus creating a three-dimensional magnetic map of the region.

This trip for SUMI is largely a test flight to make sure the instrument works and to assess possible improvements. The instrument flew once before in July 2010 but experienced a much higher G-force than expected, which broke screws holding the main mirror in place so it could not gather accurate data. The team has now reinforced the mirror.

"With the knowledge we get from a successful SUMI mission, we can go on to build space-based instrumentation that will help us understand the processes that form flares and CME's and help us predict space weather," says Cirtain.

SUMI will launch from White Sands Missile Range in New Mexico on a Black Brant rocket. The flight will last about eight minutes total.

Jeneba Tarmoh Skipping 100-Meter Runoff With Allyson Felix ? For Now

EUGENE, Ore. -- The runoff to settle a third-place tie in the women's 100 meters at the U.S. track trials is off ? for now.

Sprinter Jeneba Tarmoh will not compete Monday against training partner Allyson Felix, Tarmoh's agent, Kimberly Holland, said in a text to The Associated Press. There's still the possibility the race will be held at a later date.

The runoff was scheduled to be held Monday night at Hayward Field. The last spot in the event for the London Games is on the line.

USATF spokeswoman Jill Geer said Monday morning that Tarmoh had not officially informed the organization of a withdrawal. The tiebreak procedures USATF spelled out in the aftermath of the deadlock don't exactly address this situation: an athlete commits to racing and then decides not to compete.

It's another loophole in a process the USATF was attempting to shore up.

Felix already has qualified in the 200 after winning that race Saturday. Tarmoh is eligible to run in the Olympic 400 relay.

Tarmoh reluctantly agreed to the runoff in the first place. She felt she won fair and square on the track nine days ago.

"In my heart of hearts, I just feel like I earned the third spot," she said Sunday. "I almost feel like I was kind of robbed."

Tarmoh leaned across the finish line and looked up to see her name on the scoreboard in the third spot behind winner Carmelita Jeter and runner-up Tianna Madison. The 22-year-old Tarmoh even took a celebratory lap around the track, waving an American flag. She received a medal and conducted a news conference.

Then, she found out about the dead heat. From reporters, no less.

The situation has been a debacle since Felix and Tarmoh crossed the line in an identical time of 11.068 seconds. USATF had no protocol in place to resolve such a deadlock and quickly scrambled to adopt a tiebreaking procedure.

The options were a runoff, coin flip or one athlete conceding the spot to the other.

The athletes and their agents met with USATF representatives at a hotel Sunday to work out a deal, and Felix and Tarmoh chose to settle matters on the track.

Tarmoh, however, was clearly unhappy with the choice.

"This decision was really hard for me to make," said Tarmoh, who didn't qualify in her other individual event, the 200. "I was pushed into a corner. They said if you don't make a decision, you give your spot up. I work too hard to just give my spot up. I had to say it was a runoff."

USATF has drawn criticism for not having policies in place long before the trials. Most other sports have a plan. In swimming, for instance, there are swim-offs to break ties.

NATO signs deals with Uzbekistan, Kyrgyzstan, and Kazakhstan to truck its military supplies from Afghan war out through Central Asia, giving it options instead of closed Pakistan route.

NATO may not know the final result of its intervention in Afghanistan, but it now has an exit plan. And the exit will take place through Central Asia, the same route the Soviet troops took after their withdrawal in 1988 and 1989.

As relations worsen between the United States and Pakistan, NATO has signed deals with Uzbekistan, Kyrgyzstan, and Kazakhstan (see map here) to move out the tons of equipment that must be withdrawn by 2014, when NATO makes its final exit from Afghanistan.

Speaking with Agence France-Presse news agency, NATO Secretary-General Anders Fogh Rasmussen said that NATO now considers Central Asia and its Russian-built roads to be the most expedient route out of Afghanistan. ?

"These agreements will give us a range of new options and the robust and flexible transport network we need," Mr. Rasmussen said.

Tarnished by more than a decade of war, mutual recriminations, and foreign policy goals that are increasingly at odds, the US-Pakistani relationship now has reached a nadir. From the early post 9/11 days, when NATO received 90 percent of its supplies for the Afghan war through the Pakistani port of Karachi, now Pakistan has cut off NATO?s old supply routes. Last November, Pakistan banned NATO?s use of Pakistani territory after NATO planes mistakenly bombed a Pakistani post, killing 24 Pakistani soldiers.

For Pakistan, the NATO bombing was the last straw, following the violation of its territorial sovereignty last year when US Navy SEALs captured and killed Osama bin Laden in the Pakistani city of Abbottabad.
