16 severed hands unearthed ? all rights

A team of archaeologists excavating a palace in the ancient city of Avaris, in Egypt,? has made a gruesome discovery.

The archaeologists have unearthed the skeletons of 16 human hands buried in four pits. Two of the pits, located in front of what is believed to be a throne room, hold one hand each. Two other pits, constructed at a slightly later time in an outer space of the palace, contain the 14 remaining hands.

They are all right hands; there are no lefts.

"Most of the hands are quite large and some of them are very large," Manfred Bietak, project and field director of the excavations, told LiveScience.

The finds, made in the Nile Delta northeast of Cairo, date back about 3,600 years to a time when the Hyksos, a people believed to be originally from northern Canaan, controlled part of Egypt and made their capital at Avaris? a location known today as Tell el-Daba. At the time the hands were buried, the palace was being used by one of the Hyksos rulers, King Khayan.? [See Photos of the Buried Hands]

The right hand
The hands appear to be the first physical evidence of a practice attested to in ancient Egyptian writing and art, in which a soldier would present the cut-off right hand of an enemy in exchange for gold, Bietak explains in the most recent edition of the periodical Egyptian Archaeology.

"Our evidence is the earliest evidence and the only physical evidence at all," Bietak said. "Each pit represents a ceremony."

Cutting off the right hand, specifically, not only would have made counting victims easier, it would have served the symbolic purpose of taking away an enemy's strength. "You deprive him of his power eternally," Bietak explained.

It's not known whose hands they were; they could have been Egyptians or people the Hyksos were fighting in the Levant. [The History of Human Combat]

"Gold of valor"
Cutting off the right hand of an enemy was a practice undertaken by both the Hyksos and the Egyptians.?

One account is written on the tomb wall of Ahmose, son of Ibana, an Egyptian fighting in a campaign against the Hyksos. Written about 80 years later than the time the 16 hands were buried, the inscription reads in part:?

"Then I fought hand to hand. I brought away a hand. It was reported to the royal herald." For his efforts, the writer was given "the gold of valor" (translation by James Henry Breasted, Ancient Records of Egypt, Volume II, 1905). Later, in a campaign against the Nubians, to the south, Ahmose took three hands and was given "gold in double measure," the inscription suggests.

Scientists are not certain who started this gruesome tradition. No records of the practice have been found in the Hyksos' likely homeland of northern Canaan, Bietak said, so it could have been an Egyptian tradition they picked up, or vice versa, or it could have originated from somewhere else.?

Bietak pointed out that, while this find is the earliest evidence of this practice, the grisly treatment of prisoners in ancient Egypt was nothing new. The Narmer Palette, an object dating to the time of the unification of ancient Egypt about 5,000 years ago, shows decapitated prisoners and a pharaoh about to smash the head of a kneeling man.?

The archaeological expedition at Tell el-Daba is a joint project of the Austrian Archaeological Institute?s Cairo branch and the Austrian Academy of Sciences.

Heavy shelling expels Syria rebels from Aleppo district

Rebels retreated from the key Aleppo district of Salaheddin under a deadly rain of shellfire on Thursday, with the showdown battle for Syria's commercial capital raging into a second day.

"We have staged a tactical withdrawal from Salaheddin. The district is completely empty of rebel fighters. Regime forces are now advancing into Salaheddin," said Hossam Abu Mohammed, a Free Syrian Army (FSA) commander.

"The fighters are withdrawing to (nearby) Sukari district, where they are preparing a counter-attack," he told AFP by telephone.

Abu Mohammed cited heavy shelling and the army's use of thermobaric bombs, which throw out a wall of fire to incinerate targets in enclosed spaces.

"A large number of civilians were killed, as were some 40 rebels," he said. "Forty buildings have been flattened."

State television said: "Our special forces have cleansed Salaheddin district of terrorists."

But Rami Abdel Rahman, head of the Syrian Observatory for Human Rights, said "there are still some fighters inside Salaheddin; it seems they are there to fight to the death."

Abu Mohammed said the shelling was "so heavy that we have a cloud of dust above Salaheddin."

Wassel Ayub, who commands the Nur al-Haq Brigade, said the FSA had withdrawn "to open a new front in Saif al-Dawla and Mashhad."

FSA spokesman Kassem Saadeddine told AFP by Skype that the withdrawal "does not mean we are leaving Aleppo. We have military plans to fight in the city, but we cannot reveal them."

In Damascus, a security source told AFP regime forces were "advancing quickly" in Salaheddin towards Saif al-Dawla.

"But the next big battle, which will be very fierce, will be in the (southeastern) Sukari district."

At least 17 people were killed in Aleppo, scene of fierce battles since July 20, the Observatory said, adding that two children and a citizen journalist were among them.

Nationwide, the toll reached 96 -- 37 civilians, 31 soldiers and 28 rebels -- the Observatory said. That compared with 167 on Wednesday, including 33 in Aleppo.

Elsewhere, fierce fighting also broke out on Thursday in Damascus province, where at least 15 people were killed, most of them civilians, while regime forces shelled Zabadani, the monitoring group said.

On Wednesday, loyalist troops launched their offensive against the rebels, who had claimed to control half the city, after President Bashar al-Assad vowed a day earlier to crush the rebellion that erupted in March 2011.

Meanwhile, activists on the Syria Revolution 2011 Facebook page called for the traditional demonstration following weekly Muslim prayers on Friday, with this week's slogan being "Arm us with anti-aircraft weapons."

On the political front, Assad appointed Health Minister Wael al-Halqi as his new premier following the defection this week of Riad Hijab, a leading Sunni Muslim in the minority Alawite-dominated regime.

Halqi served as ruling Baath party secretary from 2000 to 2004 in his home province of Daraa, the birthplace in southern Syria of the anti-Assad revolt.

Day two of the battle for Aleppo came as Syria's key regional ally Iran hosted a 29-nation meeting aimed at finding ways to end the raging conflict.

State media said the foreign ministers of Iraq, Pakistan and Zimbabwe were present. Lower-ranking diplomats, most of them ambassadors, represented the other nations.

Foreign Minister Ali Akbar Salehi opened the meeting by calling for "national dialogue between the (Syrian) opposition, which has popular support, and the Syrian government to establish calm and security," according to state television.

He added that Iran was prepared to host any such dialogue.

Earlier, Salehi said Tehran was attempting to revive parts of former international envoy Kofi Annan's plan, notably: implementing a ceasefire, sending humanitarian aid and laying groundwork for national dialogue.

Excluded from the Tehran meeting were Western and Gulf Arab nations that Iran has accused of giving military backing to the insurgency.

There was no immediate word from the predominantly Sunni Muslim Syrian opposition and rebels on how they viewed the conference in majority Shiite Iran, a stalwart ally of Assad's regime.

On the humanitarian front, a plane carrying a French military medical team to help refugees on the Jordan-Syria border left Paris for Amman on Thursday with around 25 medical and 25 logistics staff.

The UN refugee agency estimates that 276,000 Syrians have fled, mainly to Jordan, Turkey and Lebanon, from a conflict activists say has claimed more than 21,000 lives.

(AP) ? Welfare is causing a ruckus in the presidential campaign. But the program is a shadow of its old self from the 1970s, when Ronald Reagan used the image of "welfare queens" to assail government poverty programs promoted by liberals.

Nowadays government cash assistance to the poor is mainly conditioned on work. And the Obama administration waivers excoriated by Mitt Romney as gutting welfare reform are unlikely to reverse that basic policy, as even some architects of work requirements acknowledge.

"If Washington were different and ... people could sit down and reason together, it's not impossible to think that Republicans and Democrats would come to an agreement on waivers similar to what the administration is proposing," said Ron Haskins, co-director of the Brookings Center on Children and Families. As a senior House GOP aide in the 1990s, Haskins helped write the original welfare-to-work legislation.

The Obama administration says it does not want to waive work requirements, but instead primarily federal administrative rules, including some that tie up state caseworkers who could be serving clients.

The 1996 welfare reform law, a pillar of social policy for conservatives, replaced a federal entitlement with grants to the states, while putting a time limit on how long families can get aid and requiring recipients to eventually go to work.

Welfare caseloads declined for years before the recession, and there are only about 2 million families on what's now called Temporary Assistance for Needy Families, or TANF for short. It's dwarfed by the Earned Income Tax Credit, the government's main anti-poverty program, which supplements the earnings of low-income families through the tax system and helps nearly 27 million households.

Former GOP aide Haskins said the Obama administration was wrong to roll out its waiver plan without first getting the advice and consent of congressional Republicans. But he added, "There is merit to what the administration is proposing, and I don't see how you can get to the conclusion that the waiver provision undermines welfare reform and it eliminates the work requirement."

It's not a blanket waiver because states would have to apply one at time for exemptions from certain requirements of the welfare-to-work law. And states must show their plans would move at least 20 percent more people to work.

Moreover, with or without waivers, there's cap on the total amount of federal money available to states for welfare ? about $17 billion ? so it would not make much financial sense for a state to waste any of those dollars.

Such details seemed to have no place on the campaign trail.

A Romney ad Tuesday that accused Obama of quietly unraveling the work requirements was quickly slammed by the White House as dishonest. The debate took a further spin when former President Bill Clinton, the Democrat who signed the bipartisan welfare changes into law, came to Obama's defense.

Then Wednesday morning came the counterpunch from the Republican National Committee, which put former House Speaker Newt Gingrich on a conference call with reporters. As Clinton's GOP counterpart during the 1990s welfare debate, Gingrich had high praise for the former president while heaping disdain on Obama, whom he dubbed "the anti-Clinton."

Gingrich suggested that the Obama administration's waiver program is illegal because it would allow Health and Human Services Secretary Kathleen Sebelius to relax some restrictions spelled out in a section of the law that Republicans contend is protected from such waivers.

However, Sebelius says she has a legal opinion from department attorneys that says waivers are allowed to test if state experiments would improve the program.

Gingrich said that's exactly what you'd expect to hear from liberals trying to undermine welfare reform by stealth.

He called Sebelius "a radical" and dismissed views of former GOP aide Haskins, saying, "I was sorry that he has such a lack of imagination."

The administration says its waiver plan was prompted by interest from the states, including Nevada and Utah, which have Republican governors. On Wednesday, both states responded.

Mary-Sarah Kinner, Nevada Gov. Brian Sandoval's press secretary, said Nevada had not and would not seek a waiver. Ally Isom, Utah Gov. Gary Herbert's deputy chief of staff, acknowledged that Utah sought waivers but not from work requirements.

The administration says work requirements are not on the table.

It's unclear where the welfare debate will go next. The administration said Wednesday there are no plans to reconsider the waiver policy. Congressional Republicans are pursuing legislation to block the waivers, but it's unlikely to advance beyond the GOP-dominated House.

Republicans also face a tricky political calculation because some see racial undertones in making an issue out of programs like welfare and food stamps. The latest statistics show the welfare caseload is divided thus: 33 percent black, 31 percent white and 29 percent Hispanic.

Gingrich addressed the race issue. "To have an honest discussion about dependency doesn't mean you are being a racist," he said.

WASHINGTON ? U.S. productivity rebounded in the second quarter, posting a solid gain as companies generated more goods and services even though there was little change in the number of hours their employees worked.

The Labor Department said Wednesday that productivity rose 1.6 percent in the April-to-June period, a sharp contrast to the first quarter's revised decline of 0.5 percent. Economists surveyed by MarketWatch expected productivity to climb by 1.3 percent.

Productivity measures the goods and services generated by an economy. In the long run, higher productivity usually results in higher profits for businesses and bigger paychecks for workers.

The increase in second-quarter productivity comes down to a 2 percent gain in the amount of goods and services produced, known as output, and a much slower 0.4 percent increase in hours worked. Productivity rises when output increases faster than the amount of hours workers spend on the job.

The number of hours worked slowed considerably in the second quarter from the 3.2 percent rise in the first three months of the year. The drop-off likely reflects the decline in hiring during the second quarter.

Companies boosted production to keep up with demand but grew more cautious about adding workers in light of the financial crisis in Europe and signs of economic weakness at home.

"Businesses are in the driver's seat when it comes to hiring and pay these days, and that is part of the reason that job and, more importantly, income gains are so weak," said Joel Naroff of Naroff Economic Advisors.

Unit-labor costs slowed to a 1.7 percent increase from 5.6 percent in the first quarter. Unit-labor costs reflect how much it costs a business to produce one unit of output, such as a ton of coal.

Hourly wages rose 3.3 percent in the second quarter, or a healthy 2.6 percent when adjusted for inflation.

Still, workers have actually seen a 0.5 percent decline in the inflation-adjusted value of their paychecks in the past year. That helps explain why the U.S. economy is growing so slowly. Consumer spending accounts for about 70 percent of economic activity.

In the manufacturing sector, meanwhile, productivity slowed to a 0.2 percent increase from 5.5 percent in the first three months of 2012. Unit-labor costs also rose after declining in the first quarter.

After the 2007-09 recession, productivity surged as companies fired workers and required their remaining employees to do more with less. Yet productivity has slowed in the past year and a half, suggesting the easy gains that often arise after a recession have mostly run their course.

Productivity rose just 0.7 percent in 2011 after revised gains of 3.1 percent in 2010 and 2.9 percent in 2009.

Sometimes a slowdown in productivity is a prelude to an increase in hiring, especially as an economy gathers steam. Companies have to add workers to keep up with rising demand. Yet the current weakness in the U.S. economy provides little evidence that hiring is about to accelerate sharply.

DETROIT (WWJ) - Some new numbers show that fewer homes have pets. The numbers tell the story: dogs are more popular than cats. But for the first time since 1991, there are fewer people who own either one.

A preview of the 2012 U.S. Pet Ownership and Demographics Sourcebook, to be released this fall, revealed that the percentage of households owning dogs decreased 1.9 percent, while households owning cats declined 6.2 percent. It?s the first decline in dog or cat households since 1991.

The survey,?conducted by the American Veterinary Medical Association (AVMA)?every five years, reflects the amount of pets at?the end of 2011 compared with the amount of pets?at the end of 2006.

Horse and bird ownership also declined, as household horse ownership dropped 16.7 percent and household bird ownership declined 20.5 percent from 2006 to 2011.

The AVMA reports the reasons for decline in pet ownership are both economic and demographic ? as fewer people live in families, which are more likely to have a pet.

Ron DeHaven, CEO of AVMA,?said when older pets die, people are less likely to replace them, possibly because they can?t afford to. He also said single people, couples without children, and older people are less likely to have an animal companion.

Despite the decline in ownership, the survey shows that?dogs are still the most popular pet in America,?as 36.5 percent?of all households in the United States own a dog, compared to 30.4 percent owning cats.

But cats are still the most common pet, with the total U.S. population hovering right around 74.1 million, compared to 70 million dogs. Cat owners are more likely to own multiple cats ? 2.1 per household ? compared to dog owners, who average 1.6 dogs per household.
